The Employee Benefits Manager is responsible for the management and administration of all health benefit programs provided to County of Sonoma employees, retirees, and their dependents, a customer base of over 10,000 lives. The Employee Benefit Manager leads a team of professional and paraprofessional staff, consultants, program vendors and support resources working in a collaborative environment. RELATIONS ANALYST I
ALAMEDA COUNTY
Salary Range $63,835.20-$91,665.60 annually

We currently have a vacancy for a Labor Relations Analyst I. This is the entry-level position that flex promotes to a Labor Relations Analyst II (top step, $110,260.80 annually) after successful completion of one year of satisfactory work performance. The Labor Relations Analysts report to the Labor Relations Manager.
The Labor Relations staff is responsible for planning and conducting labor negotiations and implementing the resultant agreements and may serve as chief spokesperson for departmental meet and confers. In addition, the Labor Relations staff processes grievances and provides training and guidance to supervisors and managers to County Departments in all aspects of labor relations. The County has 20 Memoranda of Understanding and works with 11 employee organizations.
The Human Resource Services Department has recently developed a three year Operational Plan for 2008-2011. The Operational Plan includes initiatives for each functional areas of the department including the Labor Relations Unit. These initiatives focus on redesigning and transforming the various functions within the department, supporting workforce planning and development to ensure that employees have every opportunity to assume leadership positions within the County and implementing change through the use of technology. The successful candidate will be responsible for developing work plans and implementing the new changes within the department.
We are seeking candidates with leadership skills, excellent writing and verbal communications skills, ability to make decisions, handle multiple tasks, analyze and creatively solve routine and complex issues.
Minimum Qualifications
Experience:
The equivalent of one year of full-time experience in an
entry-level administrative class, such as Administrative
Specialist I, or higher level class in the Alameda
County classified service, which included labor
relations duties, or
Education: Possession of a Bachelor's degree in a
relevant field from an accredited college or university,
AND the equivalent of two years of full-time
experience in a professional level labor relations work
which involved working with labor organizations, company
or agency management and other labor relations
professionals in formulating, interpreting and
explaining labor agreements, grievance issues and other
labor relations activities. Two additional years of this
kind of experience may substitute for the Bachelor's
degree.

of federal, state and local laws and regulations related
to employer-employee relations issues, basic principles
and
practices of County-wide operations and its
administration policies and procedures, as well as
